It’s been 26 years since Bill Clinton signed the Violent Crime Control and Law Enforcement Act of 1994, into law. It marked the crest of a steadily rising tide of laws touted as necessary to win the War on Crime. Get tough on crime rhetoric was as fever pitch. Leading the charge, for the Democratic Party was none other than Joe Biden.
